Se definió la "canasta básica" como la cantidad de alimento que un hombre adulto (mayor de 25 años, de 65 Kg. de peso promedio, en un trabajo de actividad moderada) debe consumir diariamente para completar un total de 2900 Kilocalorías. A fin de facilitar los cálculos sobre el costo de la canasta, se definió el término "unidad consumidora"como la unidad que representa un consumo diario de 2900 Kilocalorías. Además se definió la "familia tipo costarricense" para determinar el número de unidades consumidoras por familia. luego se determinó la estructura de la canasta de acuerdo a los hábitos alimentarios del costarricense y a la frecuencia de consumo de los alimentos. Debido a diferencias en el patrón de consumo en las áreas rural y urbana, se estableció una estructura para cada área y una tercera consistente en el promedio de las dos áreas. El costo de la canasta se realizó por unidad consumidora y por familia tipo para 1977, 1978, 1979, y para enero y febrero de 1980. El costo promedio actual de la canasta para la unidad consumidora en el país resultó ser de 10.00 colones y para la familia tipo, de 643,15. De esta manera la canasta básica es un índice que refleja la situación económico social y de salud de la familia y de la comunidad.
