CAPÍTULO DE INFRAESTRUCTURA Y TRANSPORTE PARA EL PROCESO DEL ACUERDO NACIONAL

Abstract

El presente documento contiene el aporte del LanammeUCR al proceso del Acuerdo Nacional, en la que participan de los partidos políticos de la Asamblea Legislativa de Costa Rica en el período 2014-2018. En el campo de la infraestructura y el transporte, el LanammeUCR señala la importancia de realizar cambios estructurales y eliminar las causas reís del rezago en ambas materias: baja inversión, debilidad institucional, cortoplacismo, ausencia de estándares de calidad, excesos burocráticos y falta de una visión común sobre el rumbo a seguir. Además, se presentan diez proyectos, con los que se pretende convertir a la infraestructura y el transporte en los pilares que sustentan el desarrollo nacional, superando el rezago existente y las externalidades negativas que sufre la ciudadanía en la actualidad.

This document contains the contribution of the LanammeUCR to the process of the National Agreement, in which participate the political parties of the Legislative Assembly of Costa Rica in the period 2014-2018. In the field of infrastructure and transportation, the LanammeUCR points out the importance of making structural changes and eliminating the root causes of the backwardness in both areas: low investment, institutional weakness, short-termism, lack of quality standards, bureaucratic excesses and lack of a common vision on the direction to follow. In addition, ten projects are presented, intending to convert infrastructure and transportation into the pillars that strengthen national development, overcoming the existing backwardness and negative externalities that citizens suffer today.
