Resumen
Sobre las diferencias detectadas en las cantidades de mezcla que es enviada a los frentes de trabajo.
Los mecanismos de control que utilizan los contratistas, mencionados en este informe, no son suficientes para garantizar el correcto pesaje de la mezcla que es vendida al CONAVI y no son garantía para la Administración, tal y como fue demostrado en las actividades de control desarrolladas por esta auditoría.
Sobre los procesos de calibración de los equipos
Los sistemas de pesaje utilizados en las plantas productoras de mezcla asfáltica no son sometidos a procesos formales de calibración y no se encuentran dentro de un sistema formal de calidad que asegure un control constante de las mediciones realizadas. Los sistemas de pesaje son sometidos únicamente a comprobaciones esporádicas que difieren de método entre las diferentes plantas que producen la mezcla asfáltica para los proyectos de conservación vial del país.
Sobre los excesos de pesos en los camiones.
Los sobrepesos que son transmitidos a la carretera por las vagonetas que transportan mezcla asfáltica incrementan el deterioro de los pavimentos en las vías donde estos transitan, disminuyendo su vida útil.

The control mechanisms used by the contractors, mentioned in this report, are not sufficient to guarantee the correct weighing of the mixture that is sold to CONAVI and are not guarantee for the Administration, as was demonstrated in the control activities carried out by this audit. The weighing systems are subject only to sporadic checks that differ in method between the different plants that produce the asphalt mixture for road conservation projects in the country. About excess weight in trucks. The overloads that are transmitted to the road by the wagons that transport asphalt mix increase the deterioration of the pavements in the tracks where they transit, decreasing their useful life.
