EVALUACIÓN DE PROYECTOS DE CONSERVACIÓN VIAL, RED VIAL NACIONAL PAVIMENTADA, DEL PROYECTO: LICITACIÓN PÚBLICA N°2009LN-000003-CV.

Resumen
El objetivo de la realización de las auditorías técnicas externas por parte de LanammeUCR es brindar un conjunto de hallazgos y observaciones, desde una perspectiva constructiva, que sean una herramienta útil para la Administración en la implementación de mejoras necesarias. Asimismo, proporcionar un aporte para optimizar los procesos relativos a la gestión de la infraestructura vial en nuestro país.
En el presente informe se presentan hallazgos sobre las actividades de conservación vial de la red vial nacional pavimentada, a cargo de la Licitación Pública N°2009LN-000003-CV.
Se destaca la aplicación de prácticas de mantenimiento poco efectivas de acuerdo con los deterioros existentes, debido a que no se interviene toda el área necesaria para que el agua no penetre en la estructura. También se menciona una deficiente preparación de las juntas de los baches que inciden en la calidad de las obras. Por otro lado se menciona de un frente de obra en la ruta Interamericana Sur, donde se coloca mezcla asfáltica sobre deterioros severos que inminentemente se reflejarán en la capa nueva.
Se evidenciaron casos donde se destaca la colocación de espesores de capas de mezcla asfáltica inferiores al valor mínimo permitido de 4 cm, conformada por agregado de tamaño nominal máximo de 12,5 mm.
Se encontró un frente de obra donde se colocaban baches de gran tamaño, por medio de pala mecánica, manipulándose la mezcla asfáltica en exceso, lo que podría provocar segregación térmica y de granulometría, lo que podría afectar la densificación de la capa de ruedo de forma homogénea.
The purpose of conducting external technical audits by LanammeUCR is to provide a set of findings and observations, from a constructive perspective, that become in a useful tool for the administration in implementing necessary improvements. Also, provide a contribution to optimize processes related to the management of road infrastructure in our country. In this report are presented the findings on the activities of maintenance of the national paved road network, in charge of the Public Tender No. 2009LN-000003-CV. The implementation of ineffective maintenance practices according to existing damage is highlighted because the entire area is not necessary intervened to prevent water from entering the structure. It also mentions poor joint preparation of the bumps that affect the quality of the works. On the other hand it mentioned a front work in the Inter-American South Highway where asphalt mixture is placed on severe impairments that imminently will be reflected in the new layer. Cases where the thicknesses of the asphalt mixture layers placed were lower to the minimum allowed value of 4 cm were evident, these asphalt mixtures consisted of aggregate of nominal maximum size of 12,5 mm. A front of work was found where large bumps were placed, by using a mechanical shovel, the asphalt mixture being manipulated in excess, which could cause thermal and grading segregation, which could affect the densification of the road layer homogeneously.
