Resumen
Se observan problemas en el desempeño de las obras ejecutadas con una alta inversión mediante las actividades de Conservación Vial de la Red Vial Nacional Pavimentada, y estudiadas en el informe. Existen parámetros mínimos que se deben exigir para montos elevados de inversión, ya que la duración y efectividad de esos trabajos dependen de la calidad en la ejecución.
No existe una adecuada planificación de las actividades valoradas en este informe, por el alto costo que ha significado y los problemas que ya presentan las superficies intervenidas. Se evidencia la ausencia de un Sistema de Administración de Carreteras en el manejo de los recursos de forma eficiente para lograr la calidad requerida.
Al igual que en otros informes en los cuales se han visto bacheos manuales extensos, se observa que, los criterios que se están aplicando para la selección de zonas de bacheo, permiten intervenir grandes áreas de la superficie de ruedo, realizándose una sustitución de toda la carpeta, lo cual por su extensión y forma de colocación resultan ser intervenciones poco efectivas, de alto costo de operación para los usuarios (por los problemas de regularidad superficial y productividad), con una inversión elevada e ineficaz.
Problems are observed in the performance of the works executed with a high investment through the Road Conservation activities of the National Paved Road Network, and studied in the report. There are minimum parameters that must be demanded for high amounts of investment, since the duration and effectiveness of these works depend on the quality of the execution. There is no adequate planning of the activities valued in this report, due to the high cost that it has meant and the problems that already exist in the areas intervened. There is evidence of the absence of a Highway Administration System in the management of resources in an efficient manner to achieve the required quality. As in other reports in which extensive manual patching has been observed, it is observed that the criteria that are being applied for the selection of patching areas allow large areas of the surface to be intervened, with a substitution of all the folder, which by its extension and form of placement turn out to be ineffective interventions, of high cost of operation for the users (for the problems of superficial regularity and productivity), with a high and inefficient investment.
