Abstract
El presente Informe de Auditoría Técnica recopila hallazgos sobre prácticas constructivas evidenciadas mediante visitas a frentes de trabajos de conservación vial ejecutados mediante la Contratación Directa 2014CD- 000140-0CV00. Dentro de los hallazgos de auditoría técnica del informe se evidenciaron nuevamente prácticas constructivas deficientes comunicadas a la Administración en informes anteriores, en las actividades de bacheo formal y urgencia, que influyen negativamente en la durabilidad y acabado final de las intervenciones. Se evidenciaron cortes irregulares o falta de ellos, colocación de capas parciales para nivelación dónde no se garantiza una adecuada densificación del material asfáltico, ausencia de maquinaria mínima establecida en el contrato.
Además el informe señala nuevamente debilidades en la selección de técnicas de mantenimiento aplicadas según las necesidades y condición de deterioro de rutas intervenidas. Otro de los hallazgos hace referencia a frentes de obra de colocación de mezcla asfáltica bajo condiciones de humedad no aptas que repercuten directamente en el desempeño y propiedades del material asfáltico.
Por último, el informe señala deficiencias en el sellado de grietas realizado en la Ruta Nacional 151, donde se evidenciaron sellos de grietas, sin atender la totalidad de los deterioros de la vía, así como deficiencias en la aplicación del material que influyen en la efectividad del mantenimiento realizado. De acuerdo con estos hallazgos de auditoría técnica, el LanammeUCR recomienda al CONAVI implementar medidas correctivas y preventivas, de tal forma que se evite la ocurrencia, algunas veces detectada como frecuente, de los hallazgos contenidos en el presente informe de Auditoría Técnica.
This Technical Audit Report compiles findings on constructive practices evidenced by visits to fronts of road maintenance works executed through Direct Contracting 2014CD- 000140-0CV00. Within the technical audit findings of the report, there were again poor constructive practices reported to the Administration in previous reports, in the activities of formal patching and urgency, which negatively influence the durability and final finish of the interventions. Irregular cuts or lack of them were evident, placement of partial layers for leveling where an adequate densification of the asphalt material is not guaranteed, absence of minimum machinery established in the contract. In addition, the report again points out weaknesses in the selection of maintenance techniques applied according to the needs and condition of deterioration of intervened routes. Another finding refers to asphalt mix placement work fronts under unsuitable humidity conditions that directly affect the performance and properties of the asphalt material. Finally, the report points out deficiencies in the sealing of cracks made in the National Route 151, where seals of cracks were evident, without addressing the totality of the road deterioration, as well as deficiencies in the application of the material that influence the effectiveness of the maintenance performed. In accordance with these technical audit findings, the LanammeUCR recommends that CONAVI implement corrective and preventive measures in such a way that the occurrence, sometimes detected as frequent, of the findings contained in this Technical Audit report is avoided.
