Proyectos de conservación vial zona 5-2 licitación pública N°. LP-001-2005

Abstract

El equipo auditor visitó la Zona 5-2 de la subregión “V” Huetar Atlántica en la provincia de Limón. En estas zonas se dio especial énfasis a la observación de las actividades relacionadas con el mantenimiento de la carpeta asfáltica, la limpieza de puentes y su coherencia con las especificaciones del proyecto establecidas en el Cartel de Licitación, LP-01-2005: “Proyectos de Conservación Vial de la Red Vial Nacional Pavimentada por Precios Unitarios”.En la Ruta Nacional No. 36, a lo largo de las secciones de control 70010 y 70030, se observaron baches de distinta magnitud en todo el ancho de la calzada, con acumulación de agua, agrietamientos y deformaciones tanto en la superficie existente como en zonas anteriormente reparadas con mezcla asfáltica. La condición de la vía, bajo la acción del agua y el tránsito, facilitan el deterioro progresivo de las capas subyacentes de la estructura de pavimento, lo que hace que el costo de reparación se incremente, afectando también el confort y la seguridad vial del usuario. En la ruta No.805, sección de control 70520 de la Zona 5-2, se observó la conformación de cunetas (M21G) con equipo pesado (retroexcavadora de orugas), sin apropiada señalización temporal de control de obra, en contraposición a lo establecido en el cartel de licitación LP-01-2005, Enmienda No. 2.En la ruta No. 240, sección de control 70400, se observaron deficiencias en el drenaje superficial de la vía y losas de concreto fracturadas donde la ausencia de un sellado de grietas y juntas oportuno y la acumulación de agua por las condiciones deficientes de drenaje, favorecen la afectación de las capas de soporte de la estructura del pavimento. En la Ruta Nacional No. 36 de la Zona 5-2 sección de control 70040, se encuentra el puente sobre el río Estrella, muestra la acumulación de tierra, vegetación y agua a ambos lados de su superficie de ruedo y en los elementos estructurales, lo que evidencia falta de mantenimiento.The audit team visited Zone 5-2 of the "V" Huetar Atlántica subregion in the province of Limón. In the National Road No. 36, along the control sections 70010 and 70030, potholes of different magnitude were observed along the entire width of the road, with accumulation of water, cracks and deformations both on the existing surface and in previously repaired areas with asphalt mix. The condition of the road, under the action of water and traffic, facilitate the progressive deterioration of the underlying layers of the pavement structure, which causes the cost of repair to increase, also affecting the comfort and road safety of the user . On route No.805, control section 70520 of Zone 5-2, the formation of ditches (M21G) was observed with heavy equipment (crawler backhoe), without proper temporary signaling of work control, as opposed to the established in the tender poster LP-01-2005, Amendment No. 2. In route No. 240, control section 70400, deficiencies were observed in the surface drainage of the track and fractured concrete slabs where the absence of a sealed Cracks and timely joints and the accumulation of water due to poor drainage conditions, favor the affectation of the support layers of the pavement structure. In the National Route No. 36 of Zone 5-2 control section 70040, there is the bridge over the Estrella River, showing the accumulation of land, vegetation and water on both sides of its surface of the ring and in the structural elements, what shows lack of maintenance.
