Abstract
A partir de la década de 1990 en el país se consolida el modelo
de Desarrollo Sustentable, por lo que se construyó una sustanciosa
legislación dirigida a regular el impacto de las actividades
productivas, de modo que pudieran crecer y crear bienestar
social sin atentar contra la reproducción de la naturaleza,
garantizando así el disfrute de los recursos naturales para las
poblaciones presentes y futuras. A pesar del esfuerzo nacional
por construir y aplicar una completa legislación ambiental, la
literatura disponible muestra la existencia de conflictos
socioambientales que cuestionan la eficacia de dicha legislación
y del mismo modelo de desarrollo implementado. El estudio
de la región Chorotega, zona de gran riqueza natural con un
importante desarrollo de industrias agrícolas y turísticas
generadoras de riqueza, permite evaluar el impacto tanto social
como ambiental que han tenido las políticas ambientales locales
durante el período de su mayor creación y consolidación.
In the decade of 1990 Costa Rica consolidated the model of Sustainable Development based on a substantial legislation to regulate the impact of productive activities, so that they could grow and create social welfare without endangering the environment. Despite the effort to build and implement a comprehensive environmental legislation, the available literature shows the existence of socio-environmental conflicts that question the effectiveness of this legislation and of the model of development implemented. The study of Chorotega region, area of outstanding natural beauty and a significant development of agricultural and tourism industries generating wealth, allows to evaluate the environmental and social impact that the environmental policies had at the local level during the period of their greatest creation and consolidation.
