Abstract

La intervención realizada en la Ruta 933, sección de control 50421, no corresponde a una actividad de conservación vial (rehabilitación puntual), sino a una rehabilitación total de la vía, cuya magnitud y monto de inversión excedieron los alcances de la Licitación Pública LP-01-05, razón por la cual, oportunamente debió remitirse el proyecto a la Dirección de Conservación Vial, a efectos de que se incluyera en el programa de rehabilitación a contratar, con el visto bueno de los Directores Ejecutivo y de Conservación Vial. La actividad pagada como reacondicionamiento de la calzada no corresponde a la definición que presenta el cartel de licitación. No se realizó el diseño de la rehabilitación del pavimento ni el análisis beneficio costo de la intervención realizada, que permitiera valorar el cambio de la capa de rodadura, de tratamiento superficial a concreto asfáltico, y planificar futuras intervenciones de conservación a la vía.The intervention carried out in Route 933, control section 50421, does not correspond to a road conservation activity (punctual rehabilitation), but to a total rehabilitation of the road, whose magnitude and amount of investment exceeded the scope of the Public Tender LP- 01-05, which is why, in due time, the project had to be sent to the Road Conservation Department, in order to be included in the rehabilitation program to be hired, with the approval of the Executive Directors and Road Conservation. The activity paid as reconditioning of the road does not correspond to the definition presented by the bidding poster. The design of the pavement rehabilitation was not carried out, nor was the cost-benefit analysis of the intervention carried out, which would allow the evaluation of the change of the road surface, of surface treatment to asphalt concrete, and to plan future conservation interventions on the road.
