La remuneración a las mujeres que integran el Programa de Hogares de Acogimiento Familiar del Patronato Nacional de la Infancia por la labor de cuidado a personas menores de edad

Resumen
El principio de interdependencia de los derechos humanos indica que todos los derechos están relacionados entre sí, implicando su respeto y protección. En el Programa de Hogares de Acogida del Patronato Nacional de la Infancia (PANI), los derechos de las niñas, niños y adolescentes están interrelacionados con los de las mujeres que realizan trabajos de cuidados. Costa Rica en la Política Pública de Niñez y Adolescencia 2024- 2036, en la Política Nacional para la igualdad efectiva entre mujeres y hombres 2018-2030 y en la Política Nacional de Cuidados 2021-2031, establece que el gobierno responde a la crisis social generando un uso estratégico de recursos para el trabajo de cuidados. La presente investigación tiene como objetivo identificar factores que permiten o dificultan el derecho a la remuneración de mujeres que participan en el Programa Hogares de Acogimiento Familiar del PANI para la labor de cuidado de personas menores de edad, analiza aspectos políticos, culturales y económicos relacionados al cuido que brindan las mujeres, diagnosticando, de manera participativa con cuidadoras, personas menores de edad, profesionales de las Oficinas Locales que atienden el Programa Hogares de Acogimiento Familiar del PANI, las necesidades de la familia sin remuneración económica y los beneficios de garantizarlos para el desarrollo integral de los niños las niñas y los y las adolescentes, proponiendo acciones que respalden dicha remuneración. Los hallazgos determinan que la institución se prepara para promover los Hogares de Acogimiento Familiar (HAF) como primera alternativa de protección para personas menores de edad que ven vulnerados sus derechos y deben ser protegidos fuera de su núcleo familiar. En conclusión, el cuidado que realizan las mujeres que participan del programa acogimiento familiar del PANI no ha sido reconocido. La figura de la persona cuidadora informal, ha sido una constante para dicho programa.

In the Program de Acogimiento Familiar of the Patronato Nacional de la Infancia (PANI), the rights of girls, boys and adolescents are interrelated with those of the women who carry out care work. The Costa Rican State has established in the Public Policy on Children and Adolescents 2024-2036, in the National Policy for effective equality between women and men 2018-2030 and in the National Care Policy 2021-2031, The government responds to the social crisis by generating a strategic use of resources for care work. The objective of this research is to identify factors that allow or hinder the right to remuneration of women who participate in the Programa Hogares de Acogimiento Familiar del PANI for the work of caring for minors, analyzing political, cultural and economic aspects related to the care provided by women, diagnosing, in a participatory manner with caregivers, minors, professionals from the Local Offices that serve the Programa Hogares de Acogimiento Familiar del PANI, the needs of the family without financial remuneration and the benefits to guarantee them for the comprehensive development of children and adolescents, proposing actions that support said remuneration. The findings determine that the institution is preparing to promote Hogares de Acogimiento Familiar (HAF) as the first protection alternative for minors who see their rights violated and must be protected outside their family nucleus. In conclusion, the care provided by women who participate in the PANI foster care program has not been recognized. The figure of the informal caregiver has been a constant for said program.
