Auditoría del proceso de adquisición de un sistema financiero de egresos municipales

Abstract

El Sistema Financiero de Egresos Municipales (SFEM) es producto de un proceso de adquisición realizado por el Instituto de Fomento y Asesoría Municipal (IFAM), que desde el año 2010 fue autorizado a contratar los servicios de consultoría para desarrollar, implantar, adaptar y dar soporte técnico a un sistema informático financiero que administre los egresos municipales en treinta y nueve municipalidades. El informe de auditoría analizó el proceso mencionado desde la experiencia de la Municipalidad de San Isidro de Heredia, el cual se enmarcó dentro de la necesidad de ese ente municipal de determinar las debilidades durante el proceso de ejecución y control. Para llevar a cabo ese estudio, se estableció una metodología de consulta, entrevista y análisis de la documentación existente, tanto en la Municipalidad de San Isidro de Heredia como en el Departamento de Tecnología del IFAM. El estudio reveló la existencia de debilidades en el seguimiento y control durante el proceso de la adquisición del sistema, con una incompatibilidad entre el grado de funcionalidad esperado y el obtenido. Asimismo, se encontró que ese sistema soportaba el proceso de gestión municipal aun cuando, sujeto de mejoras en sus principales funciones, carecía de la validación de su entrega y conformidad por parte del usuario. Por consiguiente, se emitieron recomendaciones a los participantes en el proceso estudiado, con la intención de mejorar su desempeño tomando medidas orientadas a corregir las deficiencias detectadas, de acuerdo tanto con su realidad como con la función que les corresponde en los proyectos conjuntos.

The Municipal Expenses Financial System (SFEM) is product of an acquisition process carried out by the Institute for Municipal Promotion and Assessment (IFAM), which was authorized since 2010 to hire the consultancy services for developing, implementing, adapting and offering technical support for a financial computation system that manages the municipal expenses in 39 municipalities. The audit report analyzed the process of acquiring the system considering the experience of the Municipality of San Isidro de Heredia which was framed within the municipality’s need to determine the weaknesses during the process of execution and control. In order to carry out the report, a methodology of consultation, interview and analysis of the existing documentation was established both for the Municipality of San Isidro de Heredia and the Technology Department of the Institute for Municipal Promotion and Assessment (IFAM). This study revealed the existence of monitoring and control weaknesses within the process of acquiring the project, reflecting incompatibility between the degree of functionality expected, and the one obtained. It was additionally established that the system supported the municipal management process, even though, subject to improvements in its main functions, it did not contemplate the validation of its delivery and conformity on behalf of the user. In consequence, recommendations were suggested to the participants of the process studied with the intention of improving their performance in future purposes, by taking actions that enable them to correct the deficiencies encountered according to both, their reality and their role in joint projects.
