Abstract
La presente investigación analiza el potencial de la diplomacia sanitaria como instrumento estratégico para fortalecer el alineamiento de Costa Rica con los estándares de la Organización para la Cooperación y el Desarrollo Económicos (OCDE) en salud digital, vigilancia epidemiológica y salud ambiental. El estudio se desarrolla mediante un enfoque cualitativo, con alcance descriptivo-explicativo, basado principalmente en la revisión documental comparada y complementado con entrevistas exploratorias a actores estratégicos.
Los hallazgos evidencian que Costa Rica posee fortalezas institucionales significativas en cobertura sanitaria y legitimidad internacional; sin embargo, persisten desafíos relacionados con la interoperabilidad digital, la coordinación interinstitucional y el aprovechamiento estratégico de la cooperación internacional.
La investigación concluye que la ausencia de mecanismos institucionalizados de diplomacia sanitaria limita la capacidad del país para fortalecer la gobernanza sanitaria, la cooperación técnica y el cumplimiento progresivo de los estándares de la OCDE. En respuesta, se propone una Política Nacional de Diplomacia Sanitaria 2026–2033 orientada a fortalecer las capacidades institucionales, la articulación internacional y la resiliencia sanitaria.
This research analyses the potential of health diplomacy as a strategic instrument to strengthen Costa Rica’s alignment with the Organization for Economic Co-operation and Development (OECD) standards in digital health, epidemiological surveillance, and environmental health. The study follows a qualitative descriptive-explanatory approach, based primarily on comparative documentary analysis and supplemented by interviews with strategic stakeholders. The findings reveal that Costa Rica has significant institutional strengths in health coverage and international legitimacy; however, important challenges remain regarding digital interoperability, interinstitutional coordination, and strategic use of international cooperation. The research concludes that the absence of institutionalized health diplomacy mechanisms limits the country’s capacity to strengthen health governance, technical cooperation, and progressive compliance with OECD standards. Consequently, the study proposes a National Health Diplomacy Policy 2026–2033 aimed at strengthening institutional capacities, international articulation, and health resilience.
