El debate sobre la legislación de igualdad de la mujer en Costa Rica (1984-1990)

Abstract

Este artículo explora la introducción de las ideas sobre la igualdad de la mujer en Costa Rica durante la década de 1980, reconstruyendo el debate que surgió luego de la presentación del proyecto de Ley de Igualdad Real de la Mujer e identificando los sectores que estuvieron a favor y en contra, sus discursos y argumentos. Además, se recupera la memoria del proceso de lucha que conllevó a la aprobación de la Ley de Promoción de la Igualdad Social de la Mujer en 1990, identificándose las estrategias de divulgación, promoción y presión implementadas. Se concluye que, a partir de 1984, con la ratificación de la Convención sobre la Eliminación de todas las formas de Discriminación contra la mujer (Convention on the Elimination of All Forms of Discrimination Against Women CEDAW) por el gobierno de Costa Rica y particularmente, durante la campaña electoral de 1985, el tema de la igualdad de la mujer empieza a ocupar las discusiones políticas en el país, como resultado de procesos internacionales que promueven la creación de legislación, pero también por la organización del movimiento de mujeres y feministas.

This article explores the introduction of ideas about women’s equality in Costa Rica during the 1980s, by offering a reconstruction of the debate that arose after the presentation of the Bill on Real Equality for Women and identifying the sectors that supported and opposed this bill, their speeches and arguments. Moreover, the article recovers memories of the struggle that led to the approval of the Law for the Promotion of Social Equality of Women in 1990, identifying political strategies implemented for dissemination, promotion and pressure. It is concluded that in 1984, with the ratification of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) by the Costa Rican government, and throughout the 1985 electoral campaign, the issue of women’s equality began to occupy political discussions in the country, because of the international processes that promoted the creation of new legislation, but also the organization of women’s and feminist movements.
