Abstract
Los Estados de situación son informes de gestión diplomática realizados por los
funcionarios de la Dirección de Cooperación Internacional del Ministerio de Relaciones
Exteriores y Culto, con el propósito trino de llevar una bitácora actualizada sobre
determinado socio o tema; brindar a los tomadores de decisión un insumo asertivo y,
finalmente, facilitar, a quien suceda el cargo, asumir con la mayor celeridad posible los
asuntos del predecesor. Estos documentos han sido elaborados tradicionalmente sin un
formato homogéneo.
Dicha situación genera una gran variabilidad de formato, contenido y calidad en los
documentos, convirtiéndose en un obstáculo en la consecución del fin para el que son
creados. Así pues, este TFIA pretende ofrecer un manual estandarizado de redacción que
permita homogeneizar los Estados de situación en torno a las tres variables supra escritas;
y, en consecuencia, coadyuvar a que a logren su razón de ser. Como punto novedoso, el
citado manual se sustenta en la gestión de conocimiento, una herramienta de las ciencias
organizacionales con gran potencial para la Administración pública.
En primera instancia, se analiza la normativa jurídica entorno a la cooperación
internacional, seguido de su abordaje por parte de la DCI y de la orientación que brindan las
políticas públicas. En segundo lugar, se examina la gestión diplomática y sus informes en
Costa Rica, seguido de un análisis comparativo respecto a los realizados en otros países, para
después realizar un abordaje de la redacción de los Estados de situación en los últimos cinco
años. Finalmente, se expone la Teoría de creación de conocimiento y ejemplos de su
vinculación con la Administración pública, para de este modo proponer una guía
estandarizada de redacción de Estados de situación a partir de todos los insumos anteriores.
The Situation States are Diplomatic Management reports made by the officials of the International Cooperation Direction of the Ministry of Foreign Affairs and Worship with the purpose of keeping an updated record on a certain partner information or topic; provide decision makers with an assertive input and finally, make it easier for the successor to assume the predecessor's affairs as quickly as possible. These documents have traditionally been prepared without a homogeneous format. This situation generates great variability in the format, content and quality of the documents, becoming an obstacle in achieving the purpose for which they are created. Thus, this TFIA intends to offer a standardized drafting manual that allows to homogenize the Situation States around the three variables written above and, consequently, help them to achieve their raison d'être. As a novel point, the aforementioned manual is based on Knowledge Management, a tool of Organizational Sciences with great potential for Public Administration. In the first instance, the legal regulations regarding International Cooperation are analyzed, followed by their approach by the DCI and the orientation provided by public policies. Secondly, the Diplomatic Management and its reports in Costa Rica are examined, a comparative analysis is applied with respect to those carried out in other countries, to later carry out an approach to the writing of the Situation States in the last five years. Finally, the Theory of Knowledge Creation and examples of its relationship with the Public Administration are exposed to propose a standardized guide for the drafting of the Situation States based on all the previous inputs.
