Evaluación de resultados del proceso formativo de promotoras de derecho, del Instituto Nacional de las Mujeres, de Costa Rica, para el periodo de 2017 a 2022

Abstract
En el marco del Trabajo Final de Investigación Aplicada para optar por el grado de Maestría Profesional en Evaluación de Programas y Proyectos de Desarrollo de la Universidad de Costa Rica, se presenta la evaluación de resultados del proceso formativo de Promotoras de Derecho, del Instituto Nacional de las Mujeres, de Costa Rica. El objetivo fue evaluar los resultados en la población meta al finalizar el proceso formativo de Promotoras de Derechos, para la promoción y exigencia de los derechos humanos de las mujeres, en el periodo 2017-2022, con base en las experiencias de las mujeres participantes y las personas funcionarias, y generar insumos para la toma de decisiones sobre el proceso. La evaluación corresponde a una evaluación ex post, clasificada de acuerdo con el contenido como de resultados, con su función como sumativa y de acuerdo con el agente evaluador, como externa. Para ella se utilizaron los criterios de eficacia, impacto y sostenibilidad a fin de responder al problema ¿de qué forma el Proceso Formativo de Promotoras de Derechos, ha logrado resultados en la población meta, para la promoción y exigencia de los derechos humanos de las mujeres?, esto a partir de la utilización de un marco metodológico cualitativo, que concibe a la evaluación desde los postulados para la transformación social de Nirenberg, Brawerman y Ruiz (2000), por cuanto esta se percibe como una oportunidad de aprendizaje, en la cual los individuos involucrados generan conocimiento a partir de la práctica evaluativa, con la utilización de los enfoques de la evaluación centrada en los objetivos, el género, derechos humanos, igualdad de género y derechos humanos en la evaluación, así como de evaluación educativa. De manera general, se encuentra que el Proceso Formativo de Promotoras de Derechos, es mayoritariamente eficiente, tomando en consideración que existe una valoración positiva en el cumplimiento de los objetivos propuestos para su desarrollo, con oportunidades de mejora clara en el proceso de seguimiento que se realiza. Por otra parte, existe evidencia de que el proceso de Promotoras de Derechos genera cambios significativos positivos en las mujeres participantes, lo que les permite realizar acciones de promoción y exigencia de los derechos humanos, debido al aumento de los conocimientos en derechos humanos de las mujeres y sobre las herramientas para la realización de las acciones de promoción y exigencia, lo que lleva al mejoramiento de su bienestar, debido a que se da un empoderamiento de las mujeres que les permite salir de situaciones de diversos tipos de violencia y fortalecer su liderazgo, al reconocerse como lideresas que pueden ayudar a otras mujeres. Con relación a la sostenibilidad, esta es baja en el tiempo, debido a que, en la actualidad, las acciones que dan cuenta de ello son únicamente las realizadas por parte de las mujeres egresadas, sin contar con el apoyo del INAMU, por lo que dependerá de la voluntad y la autogestión de estas para materializar los resultados previstos. De esta manera, el documento da cuenta del proceso para la evaluación, cuya finalidad es servir como insumo para el INAMU, a fin de que sea utilizado como referencia en el marco de una posible reapertura del proceso, siendo este un ejemplo claro de la usabilidad de la evaluación.
Within the framework of the Final Applied Research Project for the Professional Master's Degree in Evaluation of Development Programs and Projects at the University of Costa Rica, this study presents the evaluation of the results of the training process “Promotoras de Derecho” at the National Institute for Women of Costa Rica (INAMU). The objective was to evaluate the results among the target population upon completion of the “Promotoras de Derecho” training process, for the promotion and enforcement of women's human rights, during the period 2017-2022, based on the experiences of the participating women and staff members, and to generate input for decision-making regarding the process. The evaluation is an ex-post evaluation, classified according to its content as resultsbased, its function as summative, and according to the evaluator, as external. The criteria of effectiveness, impact, and sustainability guided the central research question: How has the Women's Rights Promoters Training Process achieved results in the target population for the promotion and enforcement of women's human rights? The study employed a qualitative methodological framework grounded in the social transformation principles of Nirenberg, Brawerman, and Ruiz (2000), whereby evaluation is understood as a learning opportunity through which stakeholders construct knowledge from evaluative practice. The framework integrates goal-centered evaluation, gender-based approaches, human rights-based approaches, gender equality and human rights in evaluation, and educational evaluation. Overall, the Women’s Rights Promoters Training Process is found to be largely effective, given the positive assessment of the achievement of its stated objectives, while clear opportunities for improvement remain in the ongoing monitoring and follow-up process. Furthermore, evidence indicates that the Women’s Rights Promoters program generates meaningful positive changes in participating women, enabling them to engage in activities that promote and defend human rights. These changes are driven by gains in knowledge of women’s human rights and the practical tools required for advocacy and enforcement, which in turn contribute to improved well-being. The program’s empowerment dimension enables women to exit situations of various forms of violence and to strengthen their leadership, as they come to recognize themselves as community leaders capable of supporting other women. Regarding sustainability, the program’s long-term continuity is assessed as low, given that the actions currently demonstrating its impact are carried out exclusively by program graduates, without institutional support from INAMU (National Institute for Women). Sustaining the intended results will therefore depend on the initiative and self-organization of these women. This document describes the evaluation process with the aim of providing INAMU with a structured reference for potential reinstatement of the program, illustrating the practical value and usability of evaluation as a decision-making tool.
